For me, the squiggly line between Steve and Bob indicates:

 Steve and Bob are not direct friends but friends of friends.
 Steve  and Bob do not communicate much on facebook.
 Helen and Jane are sisters.
 We are uncertain if Steve and Bob are currently friends on Facebook.
 The drawing was incomplete and this line was added by a person in free hand.
 An unintended printing mistake.
